MS Agent Character Editor provides more natural ways for people to communicate with their computers. Well-organized Agent’s interface allows you to control the character’s behavior. These characters are represented in their own slots that let you work with them concurrently with other running programs. The characters can speak via a text-to-speech (speech synthesis) engine or recorded audio and accept spoken voice commands (speech perception). The Microsoft Agent Character Editor enables you to set your character's name and include a short description.
Besides, MS Agent is provided with special options – Balloon, Speechinput, CommandsWindow, AudioOutput и PropertySheet objects. This program is used to compile agent images and sounds into an ACS or ACF file.
The characters can be used as guides, coaches, entertainers, or other types of assistants or specialists. In addition, Microsoft provides four agent characters for free, which can be downloaded from the Microsoft Agent website. These are called Peedy, Merlin, Genie, and Robby.

Unfortunately, Microsoft has deprecated Microsoft Agent, it is unavailable after Windows 7 and no longer supported by Microsoft. The open-source "Double Agent" replacement seems to work but seems to have very little developer activity. I don't know if there is any support for the newer text-to-speech and speech recognition APIs.
